Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are conducted: optimistic declarations are issued from various governments. Significant resources is allocated on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track missile launches from enemy soil, a ability provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to sober acceptance: perhaps the incoming missile won't strike its target this time, sparing the city from catastrophe and another blackout.
Persistent Threats
Following this, a heavy machine gun engaged a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.
With pauses, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on external assistance – a dependence that European nations are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from Washington provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new proposal from Washington adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually win the battle. This cycle will, no doubt, persist.
Tactical Assessments
It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is unrealistic to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's south or east.
The issue is that while accepting these circumstances, American administration does little to discourage Russia, through words or deeds, from thinking that the status quo will not shift further in its advantage in the near future.
Opposing Positions
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a entire defensive failure until circumstances change in its benefit.
Current Realities
Factually, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a just a single week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all did their job.
While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
